Redcliff town council meeting highlights from November 24

Redcliff town council met on November 24 to address a variety of topics ranging from community events to bylaw reviews. Here are the key takeaways from the meeting.

Council approved the minutes from the November 3 meeting, which included several significant decisions, including the Meals on Wheels supplier change. The transition to the new supplier will commence immediately.

Also noted was the temporary road closures for the upcoming Santa Claus Parade and Tree Lighting Event on December 5. The closures will affect: Broadway Ave (Main St to 3rd St SE) and 3rd St SE (Broadway Ave to 2nd Ave SE).  The closures will be in effect from 4 to 7:00 p.m.

Councillor Kilpatrick moved to renew the TRAVIS-MJ Municipal Agreement with the Province of Alberta. The agreement includes a flat municipal permit fee of $25, effective after a six-month transition period. This motion was carried.

Also carried was Councillor Solberg’s proposed property tax exemptions for the Redcliff Community Curling Club, Riverview Golf Club, and German Canadian Harmony Club for the 2026–2028 taxation years.

As the meeting moved to current business, council reviewed the temporary borrowing bylaw, which serves as an operating line of credit for the municipality. The bylaw allows borrowing up to $1,000,000 for operating expenditures and $50,000 for credit card expenditures. A credit increase of $15,000 to accommodate operational needs is the goal.

Council also discussed a revised agreement with the City of Medicine Hat for bylaw services. Key changes include transitioning to a cost-per-call billing model ($12 per call) instead of a flat rate and maintaining daily safety check-ins for the bylaw officer to ensure lone-worker safety.

The revised agreement reduces costs while maintaining essential safety and communication services. The expected annual cost is $1,395, significantly lower than the previous flat-rate model.

Correspondence to the Town was reviewed and included a letter from resident Tammy Harvey, who raised concerns about the new traffic bylaw, which prohibits trailer parking on certain residential properties. Harvey highlighted the financial and environmental impact of the bylaw and requested a review to allow reasonable trailer parking conditions.

In the letter, Harvey noted, “For many of us, having an RV parking pad was a key reason we purchased our homes in Redcliff in the first place. This bylaw also risks depreciating property values, as homeowners are left with unusable gravel pads in front of their homes. We respectfully request that council consider a motion to review and amend Section 9 of Traffic Bylaw #1993/2025 to allow the parking of trailers under reasonable conditions on the boulevard. At the very least, we ask that you consider our individual situation as an example of how the current bylaw can be unnecessarily restrictive and to please reconsider this as a violation in our case. In this community, we value both safety and fairness. Simply looking down our avenue, it’s clear this traffic bylaw will affect hundreds of residents across town, as I can see a number of “infractions.”

Redcliff council’s decisions reflect a commitment to community engagement, fiscal responsibility, and strategic governance. Upcoming events, such as the Santa Claus Parade, promise to bring festive cheer to Redcliff, while ongoing reviews of bylaws and agreements ensure the Town’s policies remain fair and effective. Stay tuned for updates on these initiatives and more as Redcliff continues to grow and thrive!
