Town of Bow Island’s Council met on August 10 for a regularly scheduled meeting.
Council opened the meeting by adopting the minutes from the July 28 session. Among the items discussed and carried were:
• New Subdivision Named Sunset Way: Councillor Robin Knibbs put forward a motion to name the residential subdivision on 6th Avenue West “Sunset Way.” Council carried the motion.
• Paving and Patching Budget Increased: Councillor Dave Harrison moved to increase the paving and patching budget by $150,000, bringing the total to $220,000. The additional funding comes from the Canada Community-Building Fund (CCBF) Grant. Council carried the motion, clearing the way for expanded road maintenance across town.
• Community Services Hub Gets a Name: Councillor Lowell Leffler moved to rename 502 Centre Street the “Bow Island Community Services Hub.” This was also carried.
Council Discussed Reserve Transfers
With minutes adopted, Council turned to new business, including a request for a decision on transfers to reserves, brought forward by CAO Dave Matz.
Administration’s recommendation was grounded in the Town’s 2025 Financial Statements, which recorded an increase of $3,521,306 in unrestricted surplus — the result of a restating of Asset Retirement Obligations — alongside a decrease of $345,633 in restricted surplus tied to capital budget expenditures.
To address 2025 operating surpluses, 2026 reserve funding requirements, and a significant donation, CAO Matz recommended transferring a combined $389,245.84 from unrestricted surplus into several restricted capital reserve accounts.
Notable among the transfer requests were $101,381.55 in donated funds directed to the Fire Equipment Reserve, alongside $110,000 from surplus to the Administration Reserve and $133,627 to the Common Service Reserve. Other allocations discussed centred on bylaw, waste collection, the multi use facility, the library, and general capital accounts.
