Redcliff Sept. 14  Council meeting highlights

Redcliff Town Council met on September 14, 2026. The agenda covered a range of matters, from charitable requests to a major sporting bid. Here are the highlights.

Delegations 

Council heard from the Medicine Hat Women’s Shelter Society. Executive Director Natasha Carvalho and Board President Ryan Thorburn presented a request for financial support toward the shelter’s expansion and renovation, which includes barrier free washrooms and bedrooms, an education room, and a daycare space. They asked Council to consider a contribution, noting that the investment would help ensure services remain available to Redcliff, Medicine Hat, and surrounding communities for years to come.

The Community Foundation of Southeastern Alberta’s (CFSEA) Executive Director Niki Gray connected with Council on behalf of the Foundation. CFSEA invites the Town of Redcliff to support the Special Olympics Canada Summer Games Legacy Fund, a permanent endowment created to extend the benefits of the 2026 Games beyond the event itself. The fund is intended to provide ongoing annual grants for sport, recreation, inclusion, accessibility, and community participation initiatives across Southeast Alberta, with municipalities and recreation departments eligible to apply.

 Bylaws 

Council reviewed Bylaw No. 2009/2026, which establishes the Redcliff Legacy Fund Grant Committee.

The Redcliff Legacy Fund was created by two community members who wish to remain anonymous. Established as an endowment fund with support from the Community Foundation of Southeastern Alberta, the fund is designed to grow to a set amount, after which the annual investment income is released into two grant streams.

The first stream provides two first-year tuition scholarships through the Town’s Advance Education Fund. The second is a community grant that prioritizes youth, the elderly, the severely disadvantaged, arts and culture, education, or cost-shared capital projects with the Town.

The donors request a committee of Redcliff residents to review applications and select recipients each year. The proposed bylaw sets out the committee’s formation and the rules that will guide its members as they evaluate and award funds.

Requests for Decisions 

Council considered a proposal for Redcliff to host the 2027 Southern Alberta Summer Games. First held in 1970, the Games are Alberta’s longest-running annual multi-sport event and offer one of the province’s largest participation opportunities, welcoming individuals of all ages, abilities, and skill levels.

The community originally scheduled to host the 2027 Games has withdrawn, and no other Southern Alberta community has stepped forward. Without a host, the Games may not run at all. The proposal presented to Council outlines planning, facilitation, budget, and community impact, and frames the opportunity as a way to boost both recreation and economic activity in Redcliff.

 If approved, $36,500 would be allocated to the 2027 interim budget for special events. That figure would be adjusted in the final budget once other contributions are confirmed.

Transportation and Infrastructure Priorities 

Council received a request from the Brooks–Medicine Hat Constituency office. Constituency Manager Della Burkitt, writing on behalf of Premier Danielle Smith’s office, asked municipalities across the constituency to submit their top three transportation needs and top three infrastructure needs.

Priorities may include roads, bridges, water and wastewater systems, public facilities, transportation networks, or other critical projects. For each item, the office requested a brief description, any known funding challenges, and the anticipated benefits to the community.

 Correspondence 

Council was advised that the Town of Redcliff will receive $344,648 in Policing Support Grant funding for the 2026–27 fiscal year. The grant helps municipalities responsible for their own police services meet their obligations, including service delivery, governance and oversight, provincial policing initiatives, and enhanced local services.

The allocation is based on the 2023 population list, which reflects the 2021 federal census and available municipal census data. The funding was confirmed by Deputy Premier and Minister of Public Safety and Emergency Services Mike Ellis. A Conditional Grant Agreement, effective April 1, 2026, and expiring March 31, 2027, will follow, with funds disbursed once the agreement is executed.

From charitable requests and a new grant fund to a bold bid for the 2027 Summer Games and continued provincial funding, the September 14 meeting reflected the many ways Council works to support Redcliff and the wider region.
