Bow Island Council Meeting highlights: November 10

Town of Bow Island council met on November 10 to address a range of municipal matters, from subdivision approvals to a major capital purchase. Here’s a look at the key decisions and discussions that impact the community.

Council reviewed and conditionally approved Subdivision Application 2025-003. The proposal aims to create individually titled lots for the three units, located approximately 300 meters north of Highway 3 on Parkview Crescent. The outer lots measure 35 ft. x 119 ft., while the middle lot is 30 ft. x 119 ft., all exceeding the minimum size requirements for the R3 Residential Medium-Density District. The application aligns with the Town’s Land Use Bylaw and the Westview Subdivision Area Concept Plan. No waivers were required.

The conditions are that a final plan of survey as prepared by an Alberta Land Surveyor be submitted for final endorsement to the Subdivision Authority in conformity to the subdivision plan as approved; that legal party agreements be provided to be registered concurrently with the subdivision; and that any easement(s) required by the municipality shall be established, which may include a 3.0 m shared utility R/W along the lot frontages registered in the name of the municipality.

Following the review of SA 2025-003, council adopted the minutes from the October 14 meeting, which included several notable decisions:

• Economic Development: Approval of the Southeast Alberta Economic Opportunity Advocacy Committee and its Terms of Reference. An elected official will be appointed to the Advisory Committee during the upcoming municipal organizational meeting.

• Firefighter Recognition Policy: No changes were made to the policy, with a review scheduled for next year.

 • Staffing Updates:

– Jacqueline Pill was appointed as the new Municipal Enforcement Officer.

– Two new full-time positions were created: a custodian role starting in December 2025 and a Public Works Operator position.

– A new Building and Fleet Maintenance Manager position was also approved.

• Council Remuneration: Councillor base pay was set at $150/month, with additional compensation for meetings and committee work. The Mayor’s base pay was set at $950/month, with similar meeting rates.

Moving to current business on the 10th, it was noted that in a move to improve risk management, administrative staff partnered with the Town’s insurance provider to launch an online portal for private event insurance. This portal, now live on the town’s website, allows event organizers to purchase insurance that names the Town of Bow Island as an additional insured. Council is considering a policy requiring all events, including those without alcohol, to carry additional insurance.

A significant milestone was reached with the purchase of the Provincial Building at 802 6th Street East for $985,000. This acquisition, funded through a combination of a debenture, reserve funds, and a Local Government Fiscal Framework Grant, will serve as a new municipal office space.

Progress since the August 11 resolution includes:

• Completion of purchase agreements and lease arrangements with Alberta Health Services.

• Passage of a debenture bylaw and receipt of grant funds.

• Renovations, including painting, flooring, and IT upgrades, are to be discussed and quotes obtained.

The closing and possession date is set for December 1, 2025, with payment to be finalized before then.
