Cypress County Council Meeting highlights: November 10

Cypress County held a council meeting on November 10. Here’s an overview of some of the highlights.

Council reviewed a draft Subdivision and Development Authority Bylaw (2025/23) that proposes transferring authority from the Municipal Planning Commission (MPC) to Cypress County Council, effective January 1, 2026. Council would have direct oversight of development, ensuring alignment with long-term municipal planning goals, and with council meetings twice monthly, applications could be processed faster compared to the monthly MPC schedule. Eliminating the MPC would save approximately $27,000 annually in per diems, mileage, and other expenses.

While some worry about reduced public participation, council emphasized that public hearings and the Subdivision and Development Appeal Board, which includes members at large, would continue to provide opportunities for community input.

After being carried through several motions, a public hearing is set for December 2.

Council revisited the allocation of remaining funds in the 2025 Recreation Board budget. After approving a capital request from the Diamond Jubilee earlier this year, $23,991.25 remained available for allocation. Since the last report to council on this matter, the Irvine & District Agricultural Society secured a $78,400 grant for washroom upgrades and a new female changeroom, and council approved a $25,000 operating grant for the Dunmore Equestrian Centre in the 2026 Operating Budget. Robust discussion followed regarding funds, their best use, and respecting taxpayers’ dollars.

Council also discussed the revised 2026 budget for the Shortgrass Library System. The updated budget reflects an increase of $4,300 in projected revenues and a minor $100 adjustment to expenditures, maintaining a balanced budget. The municipal levy for 2026, previously approved at $5.19 per capita, will amount to $39,049.56 based on the 2023 population figures. Funding will be forwarded from the Cypress County Library Board’s operating budget, which left just the adjusted budget to approve. This was carried.

Big Marble Farms submitted a request, which was approved, to upgrade a section of Township Road 122 from gravel to an oiled surface. The change aims to enhance operations and reduce dust for nearby residents. Conditions of approval include that: Big Marble Farms will cover all installation and future maintenance costs for the new and existing oiled sections, a formal road use agreement will be established, and a new haul route will be designated to minimize heavy traffic on Township Road 122.

The council meeting highlighted Cypress County’s commitment to efficient governance, fiscal responsibility, and community engagement. Residents are encouraged to participate in upcoming public hearings and stay informed about decisions shaping the County’s future.
