Cypress County Council met on June 2, 2026, moving through a full agenda that included new bylaws, subdivision decisions, board appointments, and a $30,000 sponsorship commitment.
Library Board Appointments
Council filled out two library boards at the start of the meeting. Appointed to the Cypress County Library Board for a term expiring October 31, 2026, were Blaine Brost, Lloyd Want, Charlotte Krupa, Rhonda Pruden, Deb Hok, Jaime Clark, and Alison Christie. Michelle McKenzie was separately appointed to the Shortgrass Library Board, also through October 31, 2026.
Subdivision and Development Authority Decisions
Development Permit 26/81 was approved for the construction of a 10-by-42-foot deck and an existing shed, with a variance granted to the setback from the front property line. Standard conditions apply, including compliance with all applicable statutes, proper staking by an Alberta Land Surveyor prior to construction, and the applicant’s responsibility to secure Safety Codes Permits and locate existing utility lines.
Subdivision Application 25CY20 was approved with two conditions: all municipal taxes must be paid at the time of endorsement, and copies of utility right-of-way plans and easements must be submitted to the county before registration with Alberta Land Titles.
Subdivision Application 26CY02 had a more complicated path. A motion to deny the application citing flood risk in a low-lying area was defeated. Following a short recess, council reconsidered and approved the application with four conditions. These include payment of taxes at endorsement, a municipal reserve payment of $16,149.39 based on 4.63 hectares at $3,487.99 per hectare, submission of utility right-of-way documentation, and — directly addressing the flood concerns — submission of an engineered drainage plan for the two development sites before subdivision registration.
Bylaws Passed and Advanced
Two new bylaws moved through the process.
Bylaw 2026/15 — Responsible Animal Ownership received unanimous consent to proceed and passed all three readings at the June 2 meeting. The bylaw provides for the regulation and control of animals within Cypress County and is now in effect.
Bylaw 2026/16 — Community Standards and Property also came into effect by unanimous consent. The bylaw aims to promote property maintenance and address community standards across the county.
Bylaw 2026/17 — Land Use Amendment received first reading. The bylaw proposes an amendment to the county’s Land Use Bylaw, originally passed in 2022.
Policy Updates
Council approved two policy updates. Policy ADM 5 — Risk Management was approved as presented. Council also approved Policy ADM 18 — Expressions of Support and Condolence, which sets a formal framework for how the county acknowledges significant community events.
YUILL Raise the Roof Gala Sponsorship
Following a closed session, council approved a $30,000 increase to the 2026 Council — Other budget to fund a sponsorship of the YUILL School of Agriculture’s Raise the Roof Gala, scheduled for August 8, 2026.
The June 2 meeting reflected a council active on multiple fronts — tightening rules around animal ownership and property standards, moving forward on land use changes, and supporting community priorities. Full minutes from the session are available on the Cypress County website.
