At its May 19 Committee of the Whole meeting, the Town of Bow Island addressed several important items impacting residents, including plans to move forward with concrete and paved sidewalk repairs, an environmental assessment, and a review of the Town’s 2022-2025 strategic plan.
Sidewalk repairs to proceed
The Town will move ahead with concrete and paved sidewalk repairs.

Environmental assessment completed at Public Works Shop
Committee members also reviewed information from Envirogeotech Consulting Inc. on a Phase II Environmental Site Assessment completed at the Public Works Shop property at 605 3 Street W.
The assessment was commissioned by the Town of Bow Island to examine soil and groundwater conditions and to investigate possible contamination linked to the site’s historic use as a public workshop yard.
The field investigation took place on April 7, 2026. Six boreholes were drilled on the property, each to a depth of 6.0 metres below grade. The locations were selected based on accessibility and on areas where soil and groundwater could potentially have been affected by past operations at the site.
The report noted that soil conditions across the property were made up primarily of crushed gravel near the surface. Beneath that, investigators found silty clay fill, clay till, and silty sand. Grain size analysis showed that both coarse-grained and fine-grained soils were present on the property.
The results were compared against Alberta Environment’s 2024 Tier 1 Soil and Groundwater Remediation Guidelines for residential and commercial land use. The report also stated that hydrocarbon field vapours were non-detectable in soil samples and in the headspace of monitoring wells.
The report noted, “The exceedance of manganese, nickel, selenium and uranium in all boreholes suggest the elevated concentrations might be due to natural phenomenon. Localized exceedances of cadmium and arsenic appear sporadic, and no corresponding exceedances were identified in soil samples, suggesting the exceedances may be natural background quality rather than anthropogenic contamination.”
Strategic plan review highlights progress across objectives
The committee also reviewed the Town’s 2022-2025 strategic plan and noted that some action items had been met under each objective. Those objectives were:
• Foster an environment that is inclusive and encourages participation of all residents
• Advocate for a twinned Highway 3 within the boundaries of the Town
• Advocate for health care services within the community
• Establish a baseline level of service for Town-delivered services
• Foster and promote orderly development of residential and commercial properties
• Support local business expansion and retention while encouraging new business opportunities
• Provide a variety of recreational opportunities and facilities that encourage healthy living and an active lifestyle that meets the needs of the community
• Promote and beautify the Town of Bow Island to attract visitors to the community and improve the Town’s image
• Develop effective employee and volunteer retention and succession programs
