Redcliff’s Municipal Planning Commission (MPC) met on September 16, 2026. Here are the highlights.
August 19 Minutes Adopted
Commission Elections
The Commission began by adopting the minutes from its August 19 meeting. Those minutes recorded two elections that set the leadership for 2026.
L. Leipert nominated B. Duncan as Chairperson. Duncan, who was absent, had advised the Municipal Manager that he would let his name stand if nominated. L. Leipert also nominated C. Czember as Vice-Chairperson. Czember accepted the position and, in Duncan’s absence, chaired the meeting.
New Shop and Warehouse Approved on Boundary Road
The main item before the Commission on the 19th of August was Development Permit Application 26-DP-020, submitted by Erb Construction for a property at 10 Boundary Road SE. It was carried subject to conditions.
Some of the conditions include that the applicant must secure all required safety codes permits and ensure site access meets the Town of Redcliff Construction Standards and TAC guidelines.
An approved stormwater management plan must be in place before construction begins, and the applicant is responsible for relocating any affected utility services and for ensuring the development does not interfere with utilities or rights-of-way, since the Town has not confirmed utility locations.
Approaches must match the adjoining roadways with asphalt extending to the property line, and adequate fencing and screening must protect the public before any demolition or removal begins.
The sanitary sewer manhole must sit inside the property line to the Town’s satisfaction, with a backflow prevention device recommended.
September 16th Discussions and Decisions
As the meeting turned to new business, a staff report outlined the development permits approved since the last MPC meeting:
• Permit 26-DP-027 for the Gartlys at 215 3 St. for a home renovation and addition.
• Permit 26-DP-028 for The Garage Factory at 301 4 St. for a detached accessory garage.
• Permit 26-DP-029 for TOA Developments at 35 6 St. S.E. for a new uncovered attached deck.
• Permit 26-DP-030 for R. Kletzel at 202 2 St. for a new pole building.
• Permit 26-DP-033 to Abe’s Construction Inc. for a single-family home.
New Base of Operations for Artificial Lift Company
The Commission then turned to Development Permit 26-DP-032, submitted by Chris Humphries on behalf of Redhead Artificial Lift.
The application proposes a new facility at 113 Elbow Dr. Plans call for a single pre-engineered steel building measuring 60 feet by 70 feet, with a footprint of roughly 4,200 square feet and an eave height of 18 feet.
Redhead Artificial Lift, currently operating from a facility on South Railway Drive N.E., intends to use the building and surrounding yard as a base of operations and a secure storage site for its service trucks and pumpjack equipment. The company services the oil and gas sector, supplying and maintaining the equipment that lifts fluids to the surface from producing wells.
Staff emphasized that the site will function primarily as a storage and dispatch yard. The company performs all maintenance, servicing, and repair work in the field at client well sites, so no manufacturing, fabrication, or repair operations will take place on the premises.
The report noted the property sits within the industrial district under the town’s Municipal Development Plan, which recognizes significant opportunities for industrial growth in the area. The roughly 7,329-square-metre parcel currently sits vacant and undeveloped, with the proposed building occupying a small share of the site.
To limit demands on town infrastructure, the contractor submitted the required stormwater management and grading plans, which went out for external review.
