Have you heard of ‘30×30’ ?

Several years ago, the Liberal government partnered with the Chinese Communist Party to draft an international agreement to protect the environment. They then worked closely with the United Nations to establish the Kunming-Montreal Global Biodiversity Framework (KMGBF), which was finalized in December of 2022. The KMGBF created 23 targets to be completed by 2030, but it’s the first three which worry many Canadians. 

Target 1 calls for the end of all biodiversity loss by ensuring all land and water fall under “integrated biodiversity inclusive spatial planning and/or effective management processes”. Translated, this means all land and water in Canada must be covered by a Conservation Authority of some type. 

Every Canadian landowner, whether rural, urban, or suburban, is going to be impacted by Target 1 of the Liberal plan which seeks to regulate all land through Conservation Authority type regulations. Canadians currently living under Conservation Authorities can testify to the bureaucratic nightmares which come when wanting to make even minor alterations to the property they own. Every Canadian will effectively be living under the regulatory power of a new class of Environmental Bureaucracy.   

Target 2 calls for restoring 30 per cent of “degraded” land to a natural state. What is meant by “degraded” is land used by humans, such as for roads, farms, industry, and homes.

Target 2 should alarm every landowner and taxpayer. Several years ago, the World Wildlife Federation (WWF) completed a study in which they identified Canada as having 50 million hectares, or about 75 per cent of the size of Alberta, of “degraded” land most suitable for restoration. 30 per cent restoration is 15 million hectares, or nearly 25 per cent of Alberta. This KMBGF defined “degraded” land is not remote or wilderness land, but rather among the most agriculturally productive and expensive land in Canada. 

Target 3 has been attracting the most media attention. It calls for protecting 30% of Canada’s ecologically pristine land and water by 2030. 

Target 3 is what the “30×30” slogan is based upon and which the Liberals use for land conservation, electric vehicle uptake, livestock methane release, carbon reductions, and nitrogen emissions. It has nothing to do with science, evidence, or ecology. Using the environment as a way to bring in various forms of social engineering has been a key Liberal priority. 

Now some of you may be thinking this is all overblown guess work and theory, that this was just some nonsense pushed by former radical Environment Minister Guilbeault. Let me remind you that the following was in Prime Minister Carney’s May 27, 2025, Speech from the Throne:

“Nature is core to Canada’s identity. In 2022, Canada convened COP15 in Montreal, which concluded with 196 countries striking a historic agreement to protect 30 per cent of their lands and 30 per cent of waters by 2030. To this end, the Government will protect more of Canada’s nature then ever before through the creation of new national parks, national urban parks, marine protected areas, and other conservation initiatives.”
